Data center construction sites across the United States have become prime targets for organized theft rings, prompting the FBI to form a dedicated task force. The bureau’s Financial Crimes Section created the unit in March 2024, drawing agents from its Richmond and Phoenix field offices. The move comes in response to a surge in thefts that the FBI now labels a national crisis, with figures showing construction site thefts rising sharply across the country.
Soaring Theft Rates Target Critical Infrastructure
The FBI’s 2023 Crime in the United States report, released in October 2023, recorded a 25 percent increase in construction site thefts nationwide compared to the prior year. Data center construction sites are being hit disproportionately hard, with theft rates 50 percent higher than other commercial construction projects, according to the report. Total losses from construction site thefts exceeded $1 billion in 2023. Data center sites alone accounted for $120 million of that figure, per estimates from the Electric Power Research Institute.
The bureau attributes the sharp rise to two factors: high copper prices and the remote location of many data center projects. Copper, a key material in electrical wiring and cooling systems, has remained elevated in price, making it a lucrative target for thieves.
Many data centers are built in isolated areas to reduce environmental impact and land costs, but those same remote locations make them vulnerable to theft during the construction phase when security may be limited. The combination of high-value materials and sparse oversight has turned these sites into attractive targets for sophisticated criminal networks.
FBI Shifts Approach to Organized Crime
The FBI’s Financial Crimes Section is now coordinating investigations across multiple jurisdictions, targeting what officials describe as sophisticated criminal networks rather than opportunistic solo thieves. The task force has not yet announced any arrests or indictments stemming from its work. For now, the bureau is focused on intelligence gathering and interagency coordination.
The message from the FBI is plain: the days of treating construction site theft as a low-level property crime are over. The FBI is now treating it as organized crime, with all the investigative resources that designation implies.
The trend is accelerating. With copper prices remaining elevated and the data center construction boom showing no signs of cooling, the task force’s work is likely to expand. The EPRI estimate of $120 million in losses from data center sites in a single year underscores how critical these facilities have become to the national economy — and how vulnerable they are during construction. Data centers support a large share of modern infrastructure, from cloud computing to financial systems to government operations.
Organized theft targeting these sites threatens broader stability, making the FBI’s involvement a matter of national security.
Protecting the Nation’s Digital Backbone
The Federal Bureau of Investigation is the primary federal law enforcement agency and domestic intelligence service of the United States, operating as part of the Department of Justice. Established in 1908 as the Bureau of Investigation, the agency adopted its current name in 1935. It maintains a presence in major cities through a network of field offices and operates smaller resident agencies across the country.
While its primary focus remains domestic, the bureau coordinates with foreign security services through offices located in embassies and consulates worldwide. The agency holds jurisdiction over a wide array of federal crimes.
Its priorities include combating transnational criminal enterprises, white-collar crime, and cybercriminal activity. Unlike the Central Intelligence Agency, the FBI possesses law enforcement authority to investigate and make arrests. The bureau’s involvement in these cases reflects its role in protecting national security and the economy.
Because data centers support a large share of modern infrastructure, organized theft targeting these sites threatens broader stability. This shift shows how the agency adapts its resources to meet evolving criminal threats.
