FCC\u2019s Brendan Carr Leads Push to End ISP Fee Mandates

WASHINGTON, July 6 — Brendan Carr, a Republican commissioner on the Federal Communications Commission since 2017, has solidified his position as a central figure in the agency’s deregulatory push. Appointed by President Donald Trump, Carr led the successful effort to repeal the 2022 fee rule, arguing it imposed compliance costs on internet service providers without delivering clear benefits to consumers. The 2024 repeal, which Carr championed, was framed by the commissioner as a restoration of market freedom.

“It restores market freedom,” Carr stated at the time. Carr’s legal background is rooted in communications law.

A graduate of Georgetown University Law Center, he served as a legal advisor to former FCC Commissioner Ajit Pai before taking his own seat on the commission. Prior to his government service, Carr worked at the law firm Wiley Rein LLP. His tenure has been marked by consistent criticism of net neutrality regulations.

Carr has argued that such rules represent government overreach. What this signals for the FCC’s trajectory under the current administration is a continued focus on deregulation.

Carr’s influence extends beyond the fee rule repeal. Strategically, Carr’s approach reflects a coordinated effort to roll back what Republicans on the commission view as overreach. The 2024 repeal of the fee rule was not an isolated action but part of a pattern of decisions aimed at reducing the FCC’s footprint in the marketplace.

The commission’s current makeup gives Republican appointees a majority, enabling this deregulatory agenda to advance. Carr’s role as a leading voice on these issues positions him as a key player in shaping the next phase of American telecommunications policy. Looking ahead, the focus will shift to how the FCC handles pending matters on broadband deployment and spectrum allocation.

Carr’s continued advocacy for deregulation suggests the commission will maintain its current course, with market freedom as the guiding principle.
