EU to mobilise RM47bil for Asean investments

In villages across Southeast Asia, the arrival of reliable electricity is changing daily life. Children can study after dark, small businesses can keep their products cool, and health clinics can power essential equipment. These are the kinds of human-scale transformations that a new, large-scale investment package from the European Union aims to multiply.

€10 Billion Package Targets Infrastructure and Opportunity

The European Union and its member states have announced the mobilization of €10 billion (US$10.59 billion or RM47.04 billion) as part of the Global Gateway initiative. This funding is designed to speed up infrastructure investments in ASEAN countries, marking 45 years of cooperation between the two regional blocs. The package is underpinned by two Team Europe Initiatives: the Sustainable Connectivity Initiative and the Green Team Europe Initiative.

The stated goal is to concentrate on the green transition and sustainable connectivity in South-East Asia. Investments will focus on energy, transportation, digitalization, education, and the promotion of commerce and sustainable value chains. The EU states that this support will assist South-East Asia in transforming into a green economy, ensuring better access to economic opportunities, jobs, and essential services for its people.

Two Initiatives Drive Sustainable Development and Connectivity

The Sustainable Connectivity Initiative is designed to increase infrastructure spending in South-East Asia. It will specifically support ASEAN electric grid interconnections, aiming to expand access to renewable energy. The initiative also includes investment in digitalization, including connectivity via submarine cables, and supporting value chains that are environmentally, economically, and socially sustainable.

Complementing this is the Green Team Europe Initiative, which will strengthen the EU’s cooperation with the region in several areas. These areas include climate action, environmental and biodiversity protection, the transition to clean energy, disaster resilience, and the reduction of illegal logging, wildlife trafficking, and air pollution. The initiative offers a platform for coordinated environmental action between ASEAN and its member states, in partnership with participating Team Europe partners.

Ursula von der Leyen, president of the European Commission, stated, “We commemorate 45 years of collaboration between two areas that support multilateralism and a global order based on rules. Our strategic cooperation will continue to develop with Global Gateway.” She added that the Sustainable Connectivity Initiative “will improve Asean’s economy, create jobs, and be a catalyst in our battle against climate change.”
